For the Birth Chart Report and Looking Forward Report, yes — your birth time sets your Rising sign and houses, which shape the entire reading. Check your birth certificate if you can. If your time is uncertain or unknown, note that on the intake form and your report will be crafted accordingly, focusing on the parts of your chart that don't depend on it.
